The Local Implementation Plan (LIP) is currently
in draft form and is being reviewed by the San Diego Regional Water
Quality Control Board (SDRWQCB). It was prepared to address the
third term NPDES Stormwater Permit from the SDRWQCB. The current
permit was adopted by the Regional Board on February 13, 2002 and
is valid for a period of five (5) years.
The County-prepared Drainage Area Management Plan (DAMP) provides
the history of the Clean Water Program in Orange County and describes
what must be done to comply with the current permit requirements.
The City’s LIP describes how the City of Dana Point will
meet or exceed those requirements and implement the plan. Together
these documents, the DAMP and the LIP, correspond to the Jurisdictional
Urban Runoff Management Program (JURMP) described in the NPDES
Stormwater Permit.

format) is the complete Draft LIP. The four tabs above will take
the reader to the indicated portions of that document. Individual
sections can be downloaded and printed as needed. Word files
of some templates needed for new development have been provided.
As you use this web page please remember it is in the development
stage and there will be revisions when the City receives comments
from the SDRWQCB. Obvious by their omission is the Watershed
element and the SUSMP element. These are being developed and
tailored for
the City and will be presented at a later date. Please contact
